Marriage statistics

With the number of marriages which end in divorce rising, are the odds stacked against couples who are about to tie the knot? We asked an expert to crunch the numbers.
From the late 1970s, the number of people getting married in Northern Ireland was in steady decline.
But for the best part of the last decade, the numbers are on the way back up again, so is marriage coming back into fashion, or are we simply waiting longer before committing to one person for the rest of our lives?
Dr David Marshall is a statistician with the Northern Ireland Statistics and Research Agency, based in Belfast.
We asked him, among other questions, how the number of people getting married today compares with past generations in Northern Ireland.

US warned on deadly drone attacks

Missile strikes by US drones have often resulted in civilian deaths
The US has been warned that its use of drones to target suspected terrorists in Afghanistan and Pakistan may violate international law.

UN human rights investigator Philip Alston said the US should explain the legal basis for attacking individuals with the remote-controlled aircraft.

He said the CIA had to show accountability to international laws which ban arbitrary executions.

Drones have killed about 600 people in north-west Pakistan since August 2008.

Mr Alston, the UN Special Rapporteur on Extrajudicial Executions, told the BBC: "My concern is that these drones, these Predators, are being operated in a framework which may well violate international humanitarian law and international human rights law.

"The onus is really on the government of the United States to reveal more about the ways in which it makes sure that arbitrary executions, extrajudicial executions, are not in fact being carried out through the use of these weapons."

Increased use

Mr Alston raised the issue in a report to the UN General Assembly's human rights committee on Tuesday.

At a news conference afterwards, he said he had become increasingly concerned at the increase in their use since June, particularly in Afghanistan and Pakistan.

The US told the UN in June that it has a legal framework to respond to unlawful killings. It also said the UN Human Rights Council and the General Assembly have no role in relation to killings during an armed conflict.

But Mr Alston described that response as "simply untenable".

Mr Alston's warning came as US President Barack Obama reviews US strategy in the Afghan campaign.

The senior US military commander in Afghanistan, Gen Stanley McChrystal, has asked for at least 40,000 more troops there.

About Stevie Wonder

http://news.bbc.co.uk/2/hi/entertainment/7605715.stm

Wonderful return for Stevie fans
Stevie Wonder pleased the crowd with 50 years of his classic hits

With a canon of classic songs, unbowed enthusiasm and his musical faculties still sharp, Stevie Wonder has opened his first European tour for a decade.
The US star took fans at Birmingham's National Indoor Arena on a two-hour journey through almost 50 years of songs that helped shape soul and pop.
A sold out crowd of 13,500 saw him play with a 10-strong band and four backing singers, including his daughter Aisha.
Wonder, 58, now visits Manchester and London before other European cities.
With a musical catalogue that few can match, Wonder took a couple of detours but made sure his biggest hits were in the bag.
Breathless medley
They ranged from 1960s Motown standards like Uptight through the groundbreaking 1970s funk of Superstition to his 1980s pop smash I Just Called To Say I Love You.
Wonder's mid-'70s albums will go down as his masterpieces, and he saved their highlights until last.
Wonder performed alongside his daughter Aisha
Superstition merged into Sir Duke, which segued into I Wish before the finale of As - a breathless medley that left the crowd on a high.
But with time running out, the most anticipated songs were also the most rushed.
Dressed all in black, with a growing girth and receding hair, it is now 45 years since Wonder had his first hit as The 12-Year-Old Genius, and 23 since he last reached the top of the charts.
But the massive cheer that greeted Wonder at the start of the night confirmed his status as one of pop's sacred stars.
For the first tune, he reached for the harmonica, coaxing intricate nuances as easily as if it were a grand piano.
His other instruments - and that includes his voice - were played the same way, with sincere, soulful expression, warm passion and jazzy improvisation.
Bizarre turn
His vocal cords and his fingers are in fine condition, and he is one of the most irrepressibly enthusiastic men in pop, brimming with infectious energy.
That was summed up as he sat at his keyboard, with his head up, body swaying and mouth in a wide open grin.
He led lots of audience participation, getting the crowd to chant or sing lines, and told us how much he loved us several times, thanking us for everything we had done for him.
He also revealed how the death of lost his mother in 2006 inspired him to go back on the road after so long.
I Just Called To Say I Love You was a little understated, apologetic even, but nothing was going to stop the crowd singing and swaying along
"I want to take all the pain that I feel and celebrate and turn it around," he told us.
"What a blessing I've had in this life to be able to go places I've never imagined, and meet so many wonderful people, people like yourselves."
But his exuberance did get slightly out of hand. The funky interludes and jams dragged and his monologues had a habit of turning into rambles.
At one point, he launched into a speech about the people who have had visions to bring people together "through all the craziness", about "unity and peace and oneness", and the 200th anniversary of the birth of Louis Braille.
Then things took a turn for the bizarre with an appearance by Hull City footballer George Boateng.
He presented Wonder with a statue of Arthur Wharton, the UK's first black professional footballer, and in return the singer added his voice to the campaign for Wharton to be more widely recognised.
But during the second half of the show, proceedings got back on track and the hits came thick and fast.
Living For the City was followed by Signed, Sealed, Delivered and Uptight, and the 13,500-strong chorus was in fine voice for My Cherie Amour and For Once In My Life.
I Just Called To Say I Love You was a little understated, apologetic even, but nothing was going to stop the crowd singing and swaying along.
They were more reluctant to join his chants of Barack Obama's name, though, as Wonder launched into Superstition and the finale.
Those last songs summed up Wonder's greatest achievements, weaving a vibrant tapestry of melodic adventure, dynamic arrangements, bubbling soul and indefatigable spirit.

New unit tackles hi-tech crime
A new £300,000 unit for police to tackle computer crime is to be officially opened in Suffolk later.
The Hi-Tech Crime Unit in Halesworth is staffed by analysts able to retrieve and examine evidence from computers and other digital devices.
They can investigate any type of offence including theft, fraud, and murder as well as internet crimes such as making indecent images of children.
The unit originally opened in Felixstowe in 2001.
It is hoped the new unit will keep officers at the forefront of tackling hi-tech crime.
Chief Constable Simon Ash said: "Technology is present in every aspect of modern life and criminals are exploiting technological advances.
"We have to ensure that police investigatory techniques keep up with these changes in technology."

Obama's Comments on Gates Arrest Stir Reaction

President Obama's comments about the arrest of prominent Harvard University professor Henry Louis Gates has added further fuel to the fiery story that has dominated headlines and stirred national discussion about race in America.
When asked about the Gates' case at the end of Wednesday night's prime-time news conference that was intended to be chiefly about health care, the president said, "I don't know, not having been there and not seeing all the facts, what role race played in that."
But Obama went on to say, "But I think it's fair to say, number one, any of us would be pretty angry; number two, that the Cambridge police acted stupidly in arresting somebody when there was already proof that they were in their own home; and, number three, what I think we know separate and apart from this incident is that there's a long history in this country of African-Americans and Latinos being stopped by law enforcement disproportionately. That's just a fact."
Obama acknowledged that Gates is a friend and that since he was not there, he cannot know exactly what role race may have played in the incident.
Gates' daughter and attorney said they were pleased by the president's comments.
Charles Ogletree, Gates' attorney and a fellow Harvard professor, told "Good Morning America's" Dan Harris today that Gates "was simply pleased that Barack acknowledged he was a friend and what he had read and heard and understood to have been reported that Professor Gates did not violate the law."
Earlier in the day, before Obama commented on the case, the officer who arrested Gates said he won't apologize for the way he responded, even though the Harvard professor had asked for an apology.
"There will be no apology," Cambridge Police Sgt. Joseph Crowley told Boston's WFXT-TV.
Crowley, who Gates called a "racist cop" after he arrived at the house and asked the Harvard professor for identification and then subsequently handcuffed him, said he was "disappointed" by the attention the story has received nationally.
The Boston Herald reported that Crowley is the same police officer who, 16 years ago, gave basketball player Reggie Lewis mouth-to-mouth resuscitation as the Celtics star suffered a fatal heart attack. The paper said many questioned at that time about whether Crowley did enough to save the black player in the aftermath of the incident.

Chris Brown Latest Star to Say 'I'm Sorry'

For celebrities, the mea culpa has become almost as common as red carpet affairs and trashy tabloid headlines. Chris Brown is the latest star to make waves with a public apology, saying he's sorry for allegedly beating and bruising his pop star girlfriend Rihanna. The move came almost six months after their pre-Grammy Awards altercation.
In a video posted on his YouTube page Monday, the 20-year-old R&B singer apologizes to his fans, claims to have apologized to 21-year-old Rihanna "countless times," reiterates that he's seeking help and explains why he didn't open up sooner.
"Since February my attorney has advised me not to speak out, even though since the incident I wanted to publicly express my deepest regret and accept full responsibility," Brown begins.
"Although I would do some interviews and answer some questions in the future, I felt it was time you heard directly from me that I am sorry. I have tried to live my life in a way that would make those around me proud of me, and until recently, I think I was doing a pretty good job. I wish I had the chance to live those few moments again, but unfortunately I can't."
"I cannot go into what happened, and most importantly, I'm not going to sit here and make any excuses. I take great pride in me being able to exercise self-control and what I did was inexcusable. I am very sad and very ashamed of what I've done."
Brown, clad in a red jacket and speaking directly to the camera, goes on to add that he's seeking help to ensure "that what occurred in February can never happen again." He concludes the two-minute long video with the assertion, "I intend to live my life so that I am truly worthy of the term 'role model.'"

Closed-circuit television (CCTV) is the use of video cameras to transmit a signal to a specific place, on a limited set of monitors.
It differs from broadcast television in that the signal is not openly transmitted, though it may employ point to point wireless links. CCTV is often used for surveillance in areas that may need monitoring such as banks, casinos, airports, military installations, and convenience stores.
In industrial plants, CCTV equipment may be used to observe parts of a process from a central control room; when, for example, the environment is not suitable for humans. CCTV systems may operate continuously or only as required to monitor a particular event. A more advanced form of CCTV, utilizing Digital Video Recorders (DVRs), provides recording for possibly many years, with a variety of quality and performance options and extra features (such as motion-detection and email alerts).
Surveillance of the public using CCTV is particularly common in the UK, where there are reportedly more cameras per person than in any other country in the world.[1] There and elsewhere, its increasing use has triggered a debate about security versus privacy.
